How KP horary works
In Krishnamurti Paddhati the zodiac is divided into 249 subs by the Vimshottari proportions. The querent gives a number, and that sub becomes the ascendant; the other cusps follow from the place, and the grahas stand where they are at that moment. The sub-lords of the cusps concerned then say whether the matter is promised.

What are ruling planets?
The lords of the moment: the weekday lord, and the sign, star and sub lords of the lagna and the Moon at the time of the question. KP uses them to check the sincerity of the question and to time the event.
